Abstract

This policy has only been effective since 2015 based on Law Number 8 of 2015 concerning Determination of Government Regulations in lieu of Law Number 1 of 2014 concerning Election of Governors, Regents and Mayors to Act.After being implemented once in the first phase of regional head elections simultaneously in 2015, then this law was again changed to Law Number 10 of 2016 concerning the Second Amendment to Law Number 8 of 2015 concerning the Establishment of Government Regulations in lieu of Law Number 1 Year 2014 concerning the Election of Governors, Regents and Mayors Becoming Acts. In this study, the main target is to find out how the implementation of government policies towards single candidates in the election of governors, regents and mayors in Indonesia was held on 15 February 2017 . Whereas the phenomenon that the researcher found in the election was the fact that all single candidates who participated in the election of regional heads with the conditions of a single candidate in 9 regions won the election with an absolute tendency to win. As for analyzing the problem based on the phenomena that exist in this study is to do 3 research approaches, first, Approach to Legislation (Statue Approach). The second, Conceptual Approach (Conceptual Approach). Third, Comparative Studies (Comparative Study). Furthermore, after the analysis was carried out, the results of the study showed that in implementing this government policy in general it had been carried out in accordance with the regulations. However, after the conceptual analysis that we can see the government's policy does not yet have the level of "Effectiveness and Efficiency" good. This was confirmed by the findings after comparison with several foreign countries. In this comparative finding, it was found that in foreign countries such as the United States had also experienced a single candidate election situation, except that the single candidate was immediately declared the winner of the election with the concept of "Wolk Out", while in Canada this concept was called the concept of "Acclamation" .
