Abstract

Swallow Breeding Exploitation is one of the efforts to increase Regional Original Income, as well as having potential or natural value that is used by humans as processed drugs, foodstuffs that are beneficial to health that have been processed by the community for a long time. The purpose of this research is to find out the extent to which the Government's policy is going to establish a swallow's nest business in Sungai Apit District, Siak Regency. This type of research is a quantitative descriptive type, namely explaining the real situation that occurs in this study. Then the sampling technique used in this study is to use the technique of withdrawal of Census Sampling (Saturated) with a small number of key informants with 8 members, all of whom are used as samples, 66 people of Swallow's Nest Captive Cultivation Technique, namely random sampling. While the withdrawal of the inhabitants around the Swallow's Nest Captivity is to use purposive sampling technique, which means that the researcher determines the sample by looking at special characteristics or requirements that are in accordance with the objectives of this study. The data collection techniques used were observation, questionnaires, interviews and documentation. The data used were secondary data and primary data. Based on the results of measurements made by the author, it can be stated that regarding the Evaluation of the Implementation of the Siak Regency Regional Regulation Number 18 of 2018 concerning the Management and Exploitation Permit for Swallow Breeding is categorized as Less Implemented, with the results proving that there are still many Swallow Breeding Entrepreneurs who do not have business license and not in accordance with the applicable regulations.
