Abstract

Public service is an activity or series of activities in order to fulfill the service needs of every citizen for goods, services and administrative services provided by public service providers. To improve public services, in 2010 through Permandagri No. 4, the government issued integrated sub-district administrative service guidelines (PATEN). The type of research used by researchers is the survey research method with descriptive explanatory level and uses quantitative and qualitative data analysis. Problems in the implementation of PATEN in the Kuantan Tengah district office in Kuantan Singingi Regency are still not optimal. And the purpose of this study was to find out how the Enforcement and obstacles in Integrated Administrative Services District in Kuantan Tengah district, Kuantan Singingi Regency. The main problem that researchers can conclude is that regarding the operational system in the implementation, technically total of employees or officers should also be in accordance with the situation and conditions in the district, for example: service officers in Kuantan Tengah District, researchers found inefficiencies that are not structured, especially Total of employees who are still limited, especially in the field of services, plus dual positions given / delegation of authority that is not compatible with Standard and Procedure, and a limiting factor in the Enforcement of PATEN.
