Abstract

This study is to determine and analyze the implementation of the LAPOR! Application. In the Complaints of Social Assistance in Pekanbaru City, the assessment indicators used include Policy Standards and Targets, Resources, Inter-Organizational Relations, Characteristics of Implementing Agencies, Social, Political and Economic Conditions. This type of research uses quantitative descriptive, which prioritizes the questionnaire list as a means of collecting data and the data collected by this questionnaire is then used as the main raw material for analyzing empirical conditions and the objectivity of the existence of the research location objectives. The population and sample in this study were 44 people, the types and data collection techniques used consisted of primary data collected by questionnaire and interview list techniques, and secondary data collected using observation. While the data analysis technique used is by using sampling techniques and incidental sampling. Based on this analysis technique the researcher assesses and concludes that the Implementation of the LAPOR! Complaints on Social Assistance in Pekanbaru City are categorized as Less Implemented. So that the results and findings of this study are that there is no commitment from the leader who made the LAPOR! This does not run according to standard operating procedures, so there are many obstacles from the absence of a clear budget for socialization, so that they cannot carry out socialization since 2018, the absence of a clear bureaucratic structure that makes the service apparatus throwing tasks to other officials on the grounds it is not in their field, this also makes the service apparatus easily move or no longer work in the service within the fastest time of every 6 months, and makes the community more aspirations and complaints manually by coming directly to OPD and not through the LAPOR Service System ! because the community also assessed that the service personnel were not fast and responsive in processing public aspirations and complaints
