Abstract

Mentulik Village is one of the villages in Riau Province, which is mentulik village as one of the villages with the majority of livelihoods sourced from rivers, not only that the mentulik village community also uses the river for daily activities such as washing clothes, bathing, and others. However, in the last few years the river in the village of Mentulik has been damaged, which is caused by some elements of the community in the river flow such as the activities of fishing and fish poisoning..in this case of course the role and function of the village head is very necessary to socialize the regulations on managing damage in the river.The purpose of this study was to study the communication made by the village head with the villagers in Mentulik, Kampar kiri hilir sub-district. Kampar district in socializing regulations on mitigating damage to fish habitat in the river.The research method used is a qualitative method with a descriptive approach.Data collection techniques namely observation, interviews, and documentation, where the informants determined by the author in this study were 8 informants.The results of this study indicate that the communication made by the village head with the mentulik village community has not been carried out properly and effectively, because the relationship between the head of the village with mentulik village community is still lack of communication and coordination to the public (public) in socializing the regulations on tackling damage to fish habitat in the river which is caused by the activities of fishing and fish poisoning by the community.
