Abstract

This study aims to look at the level of implementation of the appointment and dismissal of the first generation of devices in the sub-district of Tanah Putih, downstream of Rokan Regency, as well as obstacles in its implementation. Assessment indicators for the process of appointing and dismissing the first generation of devices include, inputs, processes, uotputs, outcomes. This research is located in Rokan Hilir Regency, Riau Province, is a descriptive survey that prioritizes questionnaires as a means of collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions of the objective objectives of research objectives at the research location. There are 2 populations and samples in this study, namely data for the first person and devices that were appointed and dismissed at the beginning of the meeting in January 2017, which amounted to 8 people. The sampling technique used in this study uses census techniques for devices that are lifted and dismissed in the early days. The types and techniques of data collection consisted of primary data collected by questionnaire techniques and interviews with secondary data using observation techniques. While the analytical techniques of researchers used with the help of frequency Based on this analysis the researchers concluded that the process of appointing and dismissing devices beginning in a number of sub-districts of Tanah Putih downstream at intervals was sufficiently implemented. Recommendations that need to be considered especially regarding the process of implementing the appointment and dismissal of preliminary devices that must be improved so that the process of appointing and dismissing the first generation of devices in the sub-district of Tanah Putih downstream district can be carried out in accordance with the implementation mechanism and procedures.
