Abstract

Head important role in realizing peace and public order in the region Sub-district is one of the major role that is owned by a Head. However, in many regions, especially in Sub Tandun Rokan Hulu, tranquility and public order has not done well. Various issues related to peace and public order is still happening. Starting from these problems, it is necessary to study the role of Head in the administration of general governance in the District Tandun Rokan Hulu along with the factors that influence it. The research method used is a qualitative research method with descriptive approach. Informants who made the object of research is the apparatus on duty along Tandun Muspika and community leaders. The result showed that the apparatus and its Head Tandun charge has been carrying out its role in maintaining public order and security for all communities in the District Tandun.Various activities such as coordination, guidance and control of the public service in the banks carried out in accordance with the applicable procedures. However, these activities have not been able to guarantee fully the atmosphere of orderly and safe community environment. Factors that cause susasana safe and orderly environment of these communities have not been well established among others, is due to the delegation of authority from the Government of Rokan Hulu To the Government of districts that do not consistently cause a variety of service activities peace and public order in the midst of the community can not be implemented quickly and efficient. So is the lack of allocation of funding provided by the Government of Rokan Hulu in these activities, resulting in some kind of activities can not be held up well. Lack saranandan prasaranan operational support services activities of security and public order that are owned by the District government Tandun lead efforts such services can not be executed properly. For that is expected to Rokan Hulu District Government to be more consistent in to surrender authority to the districts and the allocation of funds disbursed activity is also expected to be further enhanced. So that the role of Head as the region in implementing the tasks can be implemented most efficiently.
