Abstract

Considerations underlying this study that to know the implementation of Presidential Decree No. 112 of 2013 About Application Identity Card-Based Population Identification Number Nationwide in Pelalawan. This research using qualitative research methods and 6 informants through purposive sampling. The types and sources of data through primary and secondary data. Data collection techniques through technical tringulasi data sources to dig up the truth of certain information through a variety of methods and sources of data acquisition interview, observation and documentation were then analyzed using analysis model interactive data, they involve three things: data reduction, data presentation and conclusion , The results of the research that the implementation of Presidential Decree No. 112 of 2013 on the implementation of National Identity Card-Based Identity Number Population Nationwide in Pelalawan not yet fully implemented in accordance mandate regulation of the president, where they found the fees collected by the Party Village and Party sub-district and the Department of Population and the Civil Registry to the people who do the maintenance in manufacturing Electronic Identity Card. In addition, the limiting factor in the implementation of Presidential Decree No. 112 of 2013 was due to the lack of maximum socialization conducted by the Office of Population and the recording of Civil, so that still many people who use KTP Non Electronics uninitiated, was less availability of blank ID cards for each Regional resulting the length of the printing process and the lack of public awareness of the importance of identity cards.
