Abstract

The consideration underlying this research is the Organization Bureau of Regional Secretariat of Riau Province Difficulties in the preparation of the policy of Riau Provincial device as well as the compilation and merger of several regional apparatus organizations. Given by Riau Governor Regulation no. 10 of 2015 on the Duty, Function and Administration of the Regional Secretariat of Riau Province which becomes the basis of the Bureau of the Organization in its formation of the structure of the duties in performing its duties. This research was conducted at the Organization Bureau of Regional Secretariat of Riau Province located in Pekanbaru City. This study aims to determine the Bureau of the Organization Function In Preparation of Regional Organizational Structure Riau Province. This type of research is qualitative. Types and sources of data through primary and secondary data. Data completion techniques through interviews, observation and documentation. The results of the study found that the Bureau of the Organization to formulate the regional policy well in accordance with its function based on the theory of Budi Winarno with the stages; Problem Formulation, Policy Agenda, Troubleshooting, and Policy Setting.Therefore,the authors suggest that in the process of formulating the policy of drafting the organizational structure of the Riau Province regional apparatus, the Regional Government and the Regional People's Representative Council should prioritize the consideration to build an organizational structure in accordance with the magnitude of government affairs.
