Abstract

Urban Economic Business is a government policy to improve the community’s economy with an empowerment approach, this study aims to see the implementation of community empowerment policies through the Urban Economic Business Program. This research was conducted in Pekanbaru City by taking three villages as samples, sampling based on the level of success in implementing the Urban Economic Business program with indicators of bad credit, number of beneficiaries and the amount of revolving funds. This research method uses a qualitative approach. Data collection techniques using observation and interviews then the data collected were analyzed descriptively. The results of the study found that the Implementation of Community Empowerment Policy Through the Urban Economic Business Program in Pekanbaru City has not been implemented as a whole, several villages have not implemented it properly in accordance with technical instructions and implementation instructions, this is due to the lack of resource managers who understand and master the tasks that must be done like the credit analyst part. Suggestions that can be given are holding training and training for managers so that they understand their duties and responsibilities.
