Abstract

“Results of research conducted by the author in the field, that their actions gratification consists of several factors. Namely the existence of an advantage to make the perpetrators of such violations gratification, even several interviews with respondents showed as the benefits of doing gratification in excess of the salary received each month. Besides control of the things that make the perpetrators of graft remains in violation. Because of weak supervision of the subordinate agencies. It is of course highly utilized actors in the running of gratification because of the possibility of arrest is low. Punishment is also a basic foundation that did not deter the perpetrators of gratification, because the actors only get a light sentence, making the perpetrators of gratification will repeat the offense back, so that with the chance even though no underlying the initial intention, the offender gratification will arise to have the intention of doing offense,especially with its many opportunities and their power more in carrying out such gratification.”
