Abstract

Outstanding breadth of cigarette-smoking illegal in the area of pekanbaru next has been detrimental to consumers has also been detrimental to the country because it has no ribbon and some allegedly using phony tax bands. The office of supervision and the ministry of customs and exicise (KPPBC) T ypethecustoms vice pekanbaru enlisted the help of distributors in the local area to keep an eye on the product illegal circulaton that doesnot bercukai. This research uses theories of general prevention (a) primary prevention, secondary prevention (b), (c) the preventionof tertier. This type of research using qualitative research i.e. reseaech which described the circumstances of fact about what there is at the time of research by means of collecting data and clarify so you can get fit analysis to the problem at hand. Engineering data collection using direct observation or obsevation that is considered relevant (related) with research issues to get the data req uired, i.e. interviews chh conducted i.e conducted in depth with guidelines based on intterviews, based on interview, documentation i.e. data capture technique is obtained through is obtained through official documents related nd has lingkages with the problems raised, reseach result that countermeasures by the illegal cigarettes and a provisional office of the ministry of customs Excise customs B Pekanbaru i.e socialization ( primary prevention) carry out observations ( primary prevention), through cooperation with other agencies related ( primary prevention), making arrests (secondary prevention), the law of customs criminal act (prevention of tertier), barriers that occur in response to the illegal cigarettes by the officeof supervision and the ministry of customs and excise customsvice type B Pekanbaru a internal factors1. Lack of personnel that the number of employees and personnel investigating officers, 2. Lack of operational means, b. External factors a) lack of the role as well as small traders, b) the lack of participation and lack of knowledge society c. Difficulty find dealers of illegal cigarettes.
