Abstract

Government programs on HIV / AIDS are the responsibility of the Pekanbaru City Government. For its implementation, the regional government will delegate its authority to KPA Pekanbaru City. While those responsible are Deputy Mayor. Evaluation in the program implemented by the Pekanbaru City Government in connection with the Mitigation Program has not yet proceeded as it should. It seems that the government has not been able to handle the spread of HIV / AIDS in Pekanbaru City, even people with HIV / AIDS continue to increase every year. Thus, the mitigation program cannot be implemented so that it requires an evaluation so that the cause of this mitigation program cannot be identified. The purpose of this study was to evaluate the Implementation of the Government Program on HIV / AIDS in Pekanbaru City in 2016 and to evaluate the obstacles in implementing the Government Program on HIV / AIDS in Pekanbaru City in 2016. Data obtained from respondents will be grouped according to type, then processed and presented in table form and then analyzed qualitatively so that eventually it will get conclusions about the results of the study. The results of the study concluded that the implementation of the prevention program had not proceeded as it should. The implementation of the countermeasures program included extension programs, banner printing, communication forums. The counseling program has been carried out as it should have been done twice a year involving pimps, prostitutes, massage parlor managers and members, bar managers and members, students and students. While the print of foster printed HIV and AIDS banners placed in offices, markets, schools, roads have not been carried out properly. The implementation of this program is only once a year. The implementation of the treatment program has proceeded as it should. This is based on the government for health workers who deal with people with HIV / AIDS need special skills so that training needs to be carried out continuously. Supporting programs include PLHAs (ODHA), Voluntary Counseling and testing (VCT) (general public), syringe distribution. PLHAs (ODHA) meetings can be held twice a year. This has become a focus for the government so that PLWHA feel they are supported and feel they are not excluded from society.
