Abstract

Penghulu have the obligation to make peace and public order in which the penghulu directly control the community so that no violations that disturb the public order and order that there dikepenghuluan it. The parties are coordinated with other anatar RT, RW and the community. The purpose is to analyze and explain the role of Penghulu in fostering peace and order of society in Kepenghuluan Rantau Panjang Kubu Kubu Babussalam District Rokan Hilir and its obstacles. The method used is descriptive, qualitative and quantitative method; The sample is 62 people consisting of Head of Rantau Panjang Kiri Kubu Babussalam Village Rokan Hilir Regency, Staff of Rantau Panjang Kiri Kubu Babussalam Village Rokan Hilir Regency, RT, RW and community. Data collection techniques of questionnaires and interviews and data analysis descriptively, qualitatively and quantitatively.
