Abstract

The purpose of this study was to determine the Implementation of Riau Province Regional Regulation Number 18 of 2013 concerning Protection and Empowerment of Disabled Persons carried out by the Public Works and Spatial Planning Office. Construction of Public Buildings Facilities and Infrastructure for the provision of Accessibility for Persons with Disabilities has been regulated in Riau Provincial Regulation Number 18 of 2013 in Article 17 reads Every person with disabilities is entitled to the provision of accessibility in the use of public and environmental facilities and infrastructures as well as transportation facilities and infrastructure. The provision of accessibility intended can be in the form of Physical and Non-physical. Whereas Article 18 reads The provision of physical accessibility includes public buildings, means of worship, public roads, parks, tourist objects, public cemeteries. Therefore the Public Works Department has a very important role in creating a city that is disability friendly. City parks are accessed by many people in the city or outside the region. Everyone has the right to enjoy public facilities but not for people with disabilities. Facilities and infrastructure found in some parks are very disability-friendly. The Assessment Indicator in this study uses the theory of Edward III with four assessment items, namely: Communication, Resources, Disposition, Bureaucratic Structure. In accordance with the requirements, this type of research is qualitative with descriptive methods. The results showed that it was not implemented. Inhibiting factors from the implementation of this policy are: Poor communication between related organizations / services that carry out Riau Province Regulation Number 18 of 2013 concerning Protection and Empowerment of Persons with Disabilities in the Region or City.
