Abstract

local government isorganizer of government affairs by the regional government and DPRD according to the principle of regional autonomy and co-administration with the principle of autonomy as broad the system and principle NKRI as intenden inUUD 1945. Relantionship of authority between the central government and reginal govern mentregulated by lawswith particular attention to regional diversity.Financial relationship, public services andutilizationn of natural resources between the central government and reginal government regulated and implemented fairly and in harmony under laws. This study aims to determine the state secretary of the village before and after the Civil Servants as tasks regarding the evaluation of village secretary Kemuning District of Indragiri Hilir. In analyzing the use of five indicators used include the ratings of population administration, pembagunan administration, financial administration, conducting the application of and record the results of the meeting, and held the wealth iventarisasi village. This type of research berlokasikan Indragiri Hulu subdistrict Seberida This is a descriptive survey, which prioritize the list of the questionnaire as a data collection and data collected by the tool is then used as the main raw material for analyzing the empirical conditions of existence optektifitas research purposes at the location studied. There is one group of the population and sample in this research is related to the village and the village head amounting to 12 people is very limited, two techniques were used for the population desaa and village heads, the authors use the technique of the census. Kengumpulan types and techniques of data consists of primary data collected by using questionnaires and interviews, as well as secondary data were collected using observation. While data analysis technique used is to use tools taber frequency. Based on this analysis technique researchers assess and conclude that the Evaluation Task Secretary of the Villagekemuning District of Indragiri Hilir is in the interval votes "Pretty Good". Recommendations that need dupertimbangkan mainly on the performance of both the employees and secretaries who are not employees to be able to fill the books of the village administration in accordance with existing data.After conduction research as has ben made in the previous chapter, the authors conclude that the taskof the illage secretry in the district Kemuning of the Indragiri Hilir is categorized as “good“. Respondents research result trough questionnaire data with the highest persentage acquistion of 83% and in the good category. As for the factors that hinder the implomentation of the task of the village secretary, be it by the sub-district government, then the minimum level of education from the village this government.
