Abstract

This study aims to find out and analyze about how the implementation of population administration in Baturijal Hulu Village, Subdistrict, plays the role of Indragiri Hulu Regency and also knows what obstacles affect the implementation of Population Administration. The phenomena that the researchers found in the field were the results of the initial observations the authors found that population data collection was carried out but the updating of population data in Baturijal Hulu Village was not optimal, there was no data on the number of people who were born and died in the population administration book. there is a lack of transparency in the Upper Baturijal Village, there are still incomplete data on the temporary population available in the population administration book and the lack of public understanding of population administration. Indicators used include population data books, population mutation data books, population recapitulation data books, and temporary population data books. This type of research is located in upstream baturijal village with quantitative descriptive research method, this research method can be interpreted as a research method based on the philosophy of positivism, used to examine certain populations or samples, data collection using research instruments, quantitative / statistical data analysis, with the purpose of testing a predetermined hypothesis. There are two population groups and the sample in this study is the village apparatus, a population of 26 samples taken 16 people and 1,717 people taking a sample of 50 people. In this study, researchers collected data through questionnaires, interviews, observations, and documentation. The results of research conducted on the implementation of population administration in the village of Baturijal Hulu Subdistrict in the role of Indragiri Hulu Regency were in the category of Enough Implemented. As for the obstacles to population administration implementation, the village government is still less active in the administration of population administration, the Secretary of Baturijal Hulu Village said that the lack of human resources is one of the inhibiting factors in the implementation of population administration. population administration. From the results of the research and also the barriers that the authors put forward. So the author concludes and also advises the upstream village government.
