Abstract

This study aims to find out the Riau Provincial Research and Development Agency strategy in developing the policy of Regional Innovation System (SIDa) and constraints faced in the implementation of Regional Innovation System program. Insufficiently optimized institutional and human resource capacity in innovation development efforts is seen as a common problem. This research is descriptive qualitative is a type of research that aims to provide a systematic description. Informants of this research as much as 8 (eight) people Official / Functional Researcher / Engineer in Riau Research and Development Agency. Data analysis technique used data analysis is run by using triagulation technique that is matching data between interview, observation with document proof or other opinion. In general, the results of research that answers the research question of Strategy of Research and Development Agency of Riau Province in the implementation of Regional Innovation System program (SIDa), as follows: seen from 1) Institutional Structuring Institution / organization that is continuing the preparation of grand design and road map of regional development; 2) In terms of financing, allocating financing and ensuring availability of financing sources of activities of development through budgets of regional income and expenditure (APBD) of each province and regency / municipality; 3) In terms of facilities and infrastructure that is the online use of technology systems for the publication of the results of activities of development; 4) In terms of human resources development is to optimize the utilization of functional officials of researchers and engineers. Factors and obstacles faced by Research and Development Agency of Riau Province in the implementation of Regional Innovation System (SIDa) program, as follows: not yet compiled system and procedure mechanism and cooperation of development; the occurrence of overlap of research conducted with research that has been done elsewhere has not been implemented, the quality of human resources is still lack of energy Researchers and engineers, not optimal cooperation between networks of internal and external institutions such as universities and non-governmental organizations. in general the conditions and conditions are sufficient, but in terms of quality and usefulness (especially related to information technology) is still limited.
