Abstract

The consideration that underlies this research is the lack of motivation of Community Institutions to participate in helping the Village Government in Village Development planning. This research was conducted in Keton Village, East Lingga District, Lingga Regency. This study aims to determine the role and barriers of Community Institutions to assist the Village Government's Task in Formulating Development Planning in Keton Village, East Lingga District, Lingga Regency. This type of research is Qualitative with 8 (eight) key informants consisting of elements of the Village Government and Community Institutions. Types and sources of data through primary and secondary data. Data collection techniques through interviews, observation and documentation were then analyzed based on the role concept which was later correlated with the stages of village development planning. The results of the study found that the role of the Society in assisting the task of the Village Government in the Formulation of Development Planning in Keton Village was quite instrumental, as for its role including Community Communicators, Community Aspirators and Development Inspirators in the Village Government Work Plan Preparation Team. Then that hinders the role of the Society in helping the task of the Village Government in the Formulation of Development Planning including the low level of human resources, the lack of facilities and infrastructure and the inequality of fixed income, the lack of budget for increasing human resources and lack of guidance, both at the Village Government level and at the District Government level . To overcome these obstacles, the authors suggest that in recruiting members of Community Institutions using education and experience standards, increasing the budget for Fixed Income or operational costs, the District Government and the Village Government to be more intensive in conducting guidance and counseling, so that Keton Village Community Institutions can be more active plays a role in carrying out his duties as a partner of the Village Government, and the Regency Government immediately prepares and establishes Regional Regulations concerning Community Institutions as guidelines in carrying out their duties and functions.
