Abstract

Having a weak social position makes refugees vulnerable to victimization, coupled with negative news about international organizations, smuggling networks and human trafficking associated with widespread rejection in mass media and social media, making the attitudes and sociocultural conditions of local communities towards refugees even worse. This research aims to to determine the forms of victimization that occur among women and children of foreign refugees in Pekanbaru City (study at the Pekanbaru City community house). This research uses qualitative research methods, which consist of principles and explanations, and results from several descriptions are produced. This qualitative method is inductive, which means problems are allowed to emerge from the data or be interpreted. Data, analysis and complete interview notes were obtained from the Pekanbaru Immigration Detention Center, UNHCR representatives, as well as female and child refugees. The research results show that, because refugees do not receive public attention as members of society, they become weak social victims. The victimization that occurs among refugee women and children is primary victimization, where they directly become victims. The forms of victimization that occur include discrimination and bullying by perpetrators who are influenced by the refugee dehumanization movement through social media and mass media.
