Abstract
This study is motivated by problems in the field, namely the large number of mustahiqs who own daily shop businesses and experience problems with their business capital, resulting in the quality of their business decreasing, then having difficulty in managing the business again and also having difficulty in meeting their living needs. The aim of the study is to find out how effective the Z-Mart program in 2022 run by the National Zakat Agency (BAZNAS) of Riau Province in achieving the goal of productive zakat distribution to mustahiqs and to investigate the effectiveness of the program by analysing four indicators, such as: target accuracy indicator, program socialization indicator, program objective indicator, and program monitoring or supervision indicator. This is a field study with a qualitative approach. The data collection techniques of the study are interview, observation and documentation. The informants of the study consist of 11 people, namely: an expert in the field of distribution and utilization of zakat as well as the person in charge of the Z-Mart program at the National Zakat Agency (BAZNAS) of Riau Province and 10 mustahiq recipients of productive zakat assistance from the Z-Mart Program. The data processing technique of the study is the source triangulation technique. In the process of analyzing data, there are three stages, namely: data reduction, data display, drawing conclusions/ verification, and making final conclusions. The results of the study show that the analysis of the effectiveness of the Z-Mart program implemented by the National Zakat Agency (BAZNAS) of Riau Province has been effective in achieving the goal of productive zakat distribution to mustahiqs. It can be seen from the three indicators, namely the target accuracy indicator, the program objective indicator, and the program supervision/monitoring indicator that have run effectively. Meanwhile, the program socialization indicator has not been effective.
