Abstract
The purpose of this study is to understand and analyze the effectiveness of public service delivery at the Bangko District Office, Rokan Hilir Regency, based on the indicators of Goal Approach, Resource Approach, and Process Approach. This study employs a qualitative approach. The informants in this study total 8 people, with the District Head serving as the key informant. Data collection techniques include interviews, and data analysis is conducted using the framework developed by Miles and Huberman. Based on the research findings and discussion, the effectiveness of public service delivery at the Bangko District Office, Rokan Hilir Regency, has not been optimal and needs further improvement, especially in the indicators of Goal Approach, Resource Approach, and Process Approach. This is due to the fact that the Bangko District Office, Rokan Hilir Regency, has not yet implemented optimal service in its operations. This can be observed from employees not performing their duties when their superiors are absent, instead gathering and chatting during working hours, even though they have pending tasks to complete. As a result, the district office staff have a poor image in the eyes of the public, such as being perceived as slow and convoluted in their service quality. The community desires quick administration, transparent service, and fair and equitable treatment without discrimination.
