Abstract

Population administration problems are an issue that is often complained about by people at the sub-district level. Poor service is the main problem that is often discussed at the sub-district community level. So, this problem becomes interesting to research within the scope of government science studies. This research aims to analyze sub-district services that provide KTP-making services. The research uses qualitative analysis with an interview approach. The research was conducted in the Tanah Putih sub-district, Rokan Hilir district, in 2023. This research shows that the e-KTP-making service has been running optimally. In analyzing this research using Parasuraman's 1985 quality theory, several indicators such as tangibility, reliability, responsiveness, assurance, and empathy were implemented well. Furthermore, the factors that support e-KTP-making services in the sub-district start from the internal policy of the Tanah Putih subdistrict, which implements alternative policies if there are obstacles such as internet network power outages. A solution initiative is carried out to overcome these limitations without conflicting with existing regulations or policies. Has existed. This research concludes that the implementation of e-KTP-making services in Tanah Putih District has been running optimally, and several alternative policies have been taken if there are administrative, electricity, and internet network obstacles. This research can provide suggestions for the Tanah Putih sub-district to carry out an inventory of problematic assets and replace them with support services. There needs to be regular internal evaluation of employee performance to determine the advantages and disadvantages of e-KTPmaking services.
