Abstract

Apparatus services must be more productive in observing the new service paradigm so that the services provided have high competitiveness in various public activities, so that the government as an agency providing public services is increasingly required to create good and very high quality services in order to encourage and improve people's welfare. The quality of service is not only based on the recognition or assessment of the service provider, but actually the assessment is given from the party receiving the service, for example, whether it is aimed at the tone or not of complaints from the public or service users. The results of these quality measurements will become the basis for making policies to improve the overall quality of service to the public or users of government services. This is mainly related to the pros and cons of qualified and professional ASN resources. The main objective of this study is to identify and analyze the implementation of services at the Bengkalis Regency Population and Civil Registration Service based on Tangible, Reliability, Responsiveness, Assurance and Emphaty indicators. The type of research used in this research is qualitative. Informants in this study amounted to 10 people with the Head of Dukcapil as key informants. Data collection techniques by interviews and data analysis using Miles and Huberman techniques. The study concluded that the level of service delivery at the Bengkalis Regency Population and Civil Registration Service is quite good but needs to be improved and increased, especially on the Tangible, Reliability, Responsiveness, and Assurance indicators, the main focus of which is a problem in public services at the Disdukcapil, Bengkalis Regency. the community has not felt satisfaction with the timely guarantee provided by officers to the community.
