Abstract
This study aims to identify and explain the role of the micro, small and medium enterprise cooperative service in implementing the Covid 19 MSME assistance policy in Pekanbaru City and what are the obstacles to the micro, small and medium business cooperative service in implementing the Covid 19 MSME assistance policy in Pekanbaru City. The variable of this research is the Government's Role in Implementing MSME Assistance Policy, which consists of two role indicators, namely: The role of the government as a facilitator and the Government as a catalyst. The research method is a qualitative research method. Informants in the study were the Head of Facilities, Supervision and Capacity Development of the Pekanbaru City Cooperative and UKM Office, the Facilities and Infrastructure Section of the Pekanbaru City Cooperative and UKM Service, the Data Collection Section of the Pekanbaru City Cooperative and UKM Service, Culinary MSME Actors, Fashion MSME Actors, Service MSME Actors and services and Shop SMEs. From the results of the study it is known that the role of the micro, small and medium enterprise cooperative service in implementing the Covid 19 MSME assistance policy in Pekanbaru City has been carried out by both the central and regional governments, it's just that they haven't been able to reach all MSME actors to get Covid-19 MSME assistance in Pekanbaru City. Whereas the obstacles to the cooperative service for micro, small and medium enterprises in implementing the Covid-19 MSME assistance policy in Pekanbaru City were due to the conditions during this pandemic that made all the activities carried out very limited so that many of the Covid-19 MSME assistance programs had not been fully realized.
