Abstract

Village development must also be considered to fulfill all physical aspects and community empowerment. Therefore, the ability of village government officials is required to be able to carry out development properly and sustainably. The role of the village government must be optimized again in order to increase public trust and participation in the development being carried out. This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. The results of the study concluded that: 1) Overall the role of the village government in the development of Balai Makam Village, Bathin Solapan District, Bengkalis District has not been fully implemented. In terms of interpersonal roles, the village government seeks to ensure that infrastructure development, especially road cementation, can facilitate transportation and lead village development meetings, but not all of the community is satisfied with the performance of the village government. In terms of roles related to information, the government is trying to increase transparency by making information boards, but the community thinks that physical development is felt to be unfair, considering that there are still many roads in other alleys that have not been realized so far. In terms of the role of decision makers, this road cementization aims to repair existing cement roads but have been damaged again. The realization of this road cement construction activity is considered to be less prioritized than other roads which are actually still dirt. 2) There are factors inhibiting the role of the village government in the development of Balai Makam Village, Bathin Solapan Subdistrict, Bengkalis District, such as the lack of technical guidance by the village head as the coach for each Activity Implementation Team (TPK) for the construction of road cementization and also the low participation of the community in village development.
