Abstract

The smooth implementation of government and national development mainly depends on the state apparatus, in this case, civil servants. Regarding the current condition of civil servant performance, there are still many deficiencies, some of which are low employee discipline. In an effort to improve the discipline of civil servants, the government has issued a regulation. with the issuance of Government Regulation No. 94 of 2021 concerning Disciplinary Regulations for Civil Servants which in it authorizes the Personnel Education and Training Agency to carry out disciplinary action. The main problem of this research is the Implementation of State Civil Apparatus Discipline in the Bengkalis Regency Education and Training Personnel Agency Based on Government Regulation No. 94 of 2021 concerning Civil Servant Discipline and what are the Obstacles to the Implementation of State Civil Apparatus Discipline in the Bengkalis Regency Personnel Education and Training Agency Environment Based on Regulations Government No 94 of 2021 Concerning Civil Servant Discipline The research method used in this research is observational research, with data collection techniques namely questionnaires and interviews. Judging from the nature of this research, it is a descriptive research, namely research that provides a clear and detailed description of the main research issues. The results of the discussion of this study. The results of the discussion of this study are the Implementation of State Civil Apparatus Discipline in the Bengkalis Regency Education and Training Personnel Agency Based on Government Regulation No. 94 of 2021 concerning Civil Servant Discipline, including by giving directions which are a form of socialization, imposing disciplinary punishment on PNS which is an effort to form coaching by imposing light disciplinary punishment, moderate disciplinary punishment, and severe disciplinary punishment, and by carrying out supervision such as a leadership inspection. The obstacles in the Implementation of State Civil Apparatus Discipline in the Bengkalis Regency Education and Training Personnel Agency Based on Government Regulation No. 94 of 2021 concerning Civil Servant Discipline include a lack of understanding of the law, the level of awareness of PNS is still very low so that the coaching efforts carried out by the Personnel Agency are not maximal
