Abstract
Used clothing has great appeal among the public, because many people cannot buy clothes at high prices, so used clothing enthusiasts are often found in the community. Many consumers will experience risks with these used clothing products, one of which is used clothing that is considered unsanitary. However, consumers do not seem to care about the health of these used garments. Used clothing has become an economic problem for all regions, including Tembilahan. This is because the constantly increasing amount of used clothing income occurs in Tembilahan, so the Tembilahan area suffers a lot of losses. The problem of importing used clothing, both in terms of health, and in terms of losses that contraty to the Minister of trade Regulation Number 18 of 2021 experienced by the Tembilahan area, and contrary to the attractiveness of the offer of used clothing in the community, and the recognition of the trade center for used clothing known as squatting Market “PJ”. Will invite people to be more interested in used clothing. This research uses empirical methods or commonly called sociological laws, by obtaining detailed data because researchers directly examine the field. The results of this study explain that the regulation of the Ministry of Commerce No. 18 of 2021 regarding export-prohibited goods and import-prohibited goods has not been properly implemented in Tembilahan, because there is still trade in imported used clothing in Tembilahan and the inhibitory factors for the law enforcement process in the implementation of the Ministerial Regulation of Commerce Number 18 of 2021 related to the importation of used clothing in Tembilahan, namely, the factor of the lack of socialization of the government with respect to the Regulation of the Minister of Commerce Number 18 of 2021 to the public, complaint factors, economic factors, as well as facilities and infrastructure factors. For efforts to address the problem of importing used clothing in the Tembilahan district, it is necessary to first address the inhibiting factors so that the management can function properly and optimally. And in the government's efforts to deal with import problems, there are, first of all, enforcement efforts and preventive efforts.
