Abstract

Rukun Tetangga as the spearhead of government that is closest to the community which functions to serve the community and aims to prosper the people in its environment. In the Pekanbaru City Regional Regulation Number 12 of 2002 concerning the Rukun Tetangga and the Rukun Warga, the duties and functions of the establishment of the Rukun Tetangga are explained. However, in the field facts, the author sees the ineffectiveness of the performance of the Rukun Tetangga in Labuh Baru Timur Village. As part of the management of the Village Community Institution, the Rukun Tetangga should improve community services but in reality it has not been effective. Where there are still many newcomers whose administration is not even recorded, the role of the Rukun Tetangga is less effective in maintaining public order, and does not carry out its function to maintain harmony between communities. The main problem in this research is how the urgency of the Rukun Tetangga is in assisting the government's task in the perspective of state administrative law in the Labuh Baru Timur Village, Payung Sekaki District, as well as what factors and constraints affect the Rukun Tetangga in assisting the government's tasks in the Labuh Baru Timur Village, Payung District. Sekaki. This study used observational research methods, the research was carried out in the neighborhood neighborhood of Labuh Baru Timur Village, East Labuh Baru Village Head Office and Payung Sekaki Sub-District Head Office, and collected data from interviews with Neighborhood Associations around Labuh Baru Timur Village, East Labuh Baru Village Head, Camat Payung Sekaki, and newcomers to the East Labuh Baru Village area. The urgency of the Neighborhood Association has actually been sufficiently explained in the Minister of Home Affairs Regulation Number 18 of 2018 concerning Village Community Institutions and Village Customary Institutions and Pekanbaru City Regulation Number 12 of 2002 concerning Neighborhood Rukuns and Residents which explain the objectives, functions, main tasks, and the rights and obligations of the Neighborhood Association. The factor that influences the Rukun Tetangga in assisting the government's task is the quality of a Rukun Tetangga whether it carries out its duties in accordance with existing rules. However, there are several obstacles for the Rukun Tetangga in carrying out their duties as leaders in their area, namely the lack of community participation and the absence of development funds or for community service facilities provided by the government, not only that, the Rukun Tetangga are only given a small incentive fund for 10 months even though The head of the Neighborhood Association works within 12 months and is paid in loss so that it can indirectly reduce the performance of the Neighborhood Association.
