Abstract
This study aims to analyze the quality of internal services for the promotion of functional positions of Pekanbaru City teacher educators in the Mutation Field of the Riau Provincial Regional Government Agency and to find out what obstacles are obstacles in the promotion service. This research uses qualitative methods with a case study approach as a research strategy. As for the research infoman, there are 10 people. The results showed that the implementation of internal services for the promotion of functional positions of Pekanbaru City teacher educators in the Mutation Field of the Riau Provincial Regional Leadership Agency is known to have not been running well as a whole and the maximum this is known from the limited facilities and infrastructure supporting services, the ability of limited apparatus resources, especially running functional promotion applications for website-based teacher educators such as Docudigital and Si Elok Applications. However, the Mutation Division of the Riau Provincial Regional Government Agency continues to strive to improve services for promoting the functional position of teacher educators through the implementation of education and training to improving services through service innovations such as the provision of website-based rank administration services to make it easier for employees to get services quickly. The obstacles that become obstacles in the implementation of internal services for the promotion of functional positions of Pekanbaru City teacher educators in the Mutation Field of the Riau Provincial Regional Leadership Agency include: 1. Submission of administrative files of teacher educators in the form of incomplete file copies. 2. Availability of work facilities and infrastructure to support Teacher Promotion Services. 3. The occurrence of misplacement of teacher functional data that is not in accordance with the analysis of his position. 4. Weak Resource Capability of Implementing Apparatus in operationalizing Website-Based Promotion Applications.
