Abstract

The development of institutional capacity within an organization is essential in an effort to the goals of the organization in order to operate effectively and efficiently. Therefore, this study aims to analyze and explain how the institutional capacity development in the Women's Empowerment Service Child Protection and Community Empowering of Pekanbaru City in the field of gender empowerment and women's empowering. This research uses a descriptive approach with qualitative methods. As for the informants in this study, the officials in the DP3APM city of Pekanbaru are staff managers, gender priority and women's empowerment officers, the head of the UPT PPA, and a number of victims of gender-based violence in 2021. Determination of informants in this study using purposive sampling techniques then continued with snawball samplings. The data obtained from this study was collected by conducting interviews, observations, and documentation. Thus obtained the results of research that, the development of institutional capacity in DP3APM Pekanbaru City in the field of gender priority and empowerment of women has not gone optimally. This is due to a number of obstacles, such as limited human resources that require additional staff, uncompetent staff that require the development of staff competence, poor organizational culture, and insufficient budget.
