Abstract

This study aims to analyze and explain, know and analyze the policy evaluation of granting study permits for Civil Servants within the Riau Provincial Government and the constraints in the policy on granting study permits within the Riau Provincial Government. Granting study permits to civil servants who continue their education at tertiary institutions, that is, they must examine the relationship between the educational needs of interest and the main tasks of the institution concerned. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observation, and documentation. while the research informants who were included by researchers were 10 (ten) people. The results of this study explain that the implementation of the policy of granting Study Permits to Civil Servants in the Riau Provincial Government is said to be not fully effective. If we look at the six indicators based on evaluation theory, according to Dunn, of all the indicators evaluating the policy for granting study permits, there are four indicators that have not been effective. Riau Province is still experiencing problems. This can be seen from the existence of internal factors, seen from the recommendations from the OPD leadership to civil servants who applied for a study permit, but did not make a selection or assessment of the motivation, potential and discipline of the civil servant concerned and the OPD did not carry out proper supervision. Furthermore, external factors, there are civil servants who continue their education to tertiary institutions that are not accredited because they are not in accordance with the requirements set by the Government and are long-distance lectures, so that the use of the title concerned is not recognized in personnel development.
