Abstract

UPTD PPA Mandau District has assistance services for victims. This Mentoring Service is the process of implementing assistance to victims to do things that are recommended and monitor their progress. UPTD PPA Mandau Sub-district apart from having mentoring services, it also has legal and psychological services. Legal services such as assisting and handling victims of violence against women and children in the police process to the court level as well as mediation assistance for issues that do not reach the legal process. The last service, namely Social Rehabilitation, is an effort to empower victims and develop the capacity of victims by providing case conference services and education related to the protection of women and children. The aim is to find out and analyze the task of implementing the UPTD PPA function, namely in assisting victims of violence, both women and children in Mandau District, Bengkalis Regency and the obstacles. The method used is descriptive, qualitative method; The informants in this study were UPT admins and mediators. This study concludes that the implementation of the Victim Assistance Service Function at the Technical Implementation Unit for the Protection of Women and Children, Mandau District, Bengkalis Regency has been carried out optimally. It is known that the mediator has carried out his duties well and many victims have been helped by the existence of this UPTP2A so that this institution is very useful for victims of violence. Obstacles encountered in the Implementation of the Victim Assistance Service Function at the Technical Implementation Unit for the Protection of Women and Children, Mandau Subdistrict, Bengkalis Regency, among others, are the limited number of human resources and the inoperability of safe houses that are useful in protecting victims.
