Abstract

Remote indigenous communities are one of the issues in Indonesia. Many remote indigenous communities are left behind in the field of education and live below the poverty line, it is important the role of the Bengkalis District Social Service in empowering remote indigenous communities. This research uses Empowerment Theory by Widjaja with indicators of human resource empowerment, social environment empowerment and social protection and advocacy. This study aims to 1) To find out the implementation of empowerment of remote indigenous communities by the Bengkalis Regency Government. 2) To find out the obstacles in implementing the empowerment of remote indigenous communities by the Bengkalis Regency Government. This research is a qualitative research, which is a research procedure that produces an analytical description of the written words and the observed behavior of the object. In this study, the determination of informants was determined intentionally. Data were collected using three techniques, namely, observation, interviews and document analysis. This research uses human resource empowerment, social environment empowerment and social empowerment and advocacy. The results showed that: 1) The Department of Social Affairs has not been able to fully empower the community and prosper by helping in terms of the economy, health and education 2) there are no better facilities and social guidance for the benefit of remote indigenous communities 3) development assistance that does not meet the criteria for living in remote indigenous communities.
