Abstract

In addressing the problem of employee discipline, the Regional Inspectorate of Rokan Hulu Regency continues to make efforts to reform the bureaucracy in order to improve employee discipline. These efforts include implementing a Digital Attendance System. The application of digital attendance to the Rokan Hulu Regency inspectorate is regulated in the Decree of the Regional Inspector of Rokan Hulu Regency Number Kpts.700/ITDA/41.2/2020 concerning the Implementation of the Employee Attendance Information System Application (SIAP) for the appointment of admins and operators at the Rokan Hulu Regency Inspectorate which states that digital attendance in the form of an Employee Attendance Information System (SIAP) is one of the facilities that can help ensure the certainty of Civil Servants and Non-PNS Employees to come to work and fulfill working hour conditions. The aim of the research is to find out and analyze the Implementation of Inspector Decree Number Kpts.700/ITDA/41.2/2020 Concerning Electronic Attendance Lists in the Employee Attendance Information System (SIAP) at the Regional Inspectorate of Rokan Hulu Regency. This study uses a qualitative approach. Informants in this study amounted to 10 people with the Inspector as the key informant. Data collection techniques by interviews and data analysis using the Analysis Interactive Model from Miles and Huberman. Based on the results of the research and discussion, it can be concluded that the Implementation of Inspector Decree Number Kpts.700/ITDA/41.2/2020 Concerning Electronic Attendance Register in the Employee Attendance Information System (SIAP) at the Regional Inspectorate of Rokan Hulu Regency has not been optimally implemented, especially on resource and disposition indicators. This is due to limited resources in implementing electronic attendance, such as human resources, there are still those who do not understand the use of electronic attendance and need the help of other employees in carrying out attendance. The capacity of the Employee Attendance Information System (SIAP) application is very limited, only accommodating 15 devices while the number of employees at the Rokan Hulu District Inspectorate is 64 people.
