Abstract

This study aims to determine the implementation of the Garbage/Cleaning Service Retribution Service at the Rokan Hilir Regency Environmental Service and to find out the obstacles in the Implementation of the Garbage/Cleaning Service Retribution Service at the Rokan Hilir Regency Environmental Service. The implementation of the Waste/Cleaning Service retribution has a very large potential considering the increasing number of residents in Rokan Hilir Regency. Therefore, the Regional Government of Rokan Hilir Regency took a policy by issuing the Regional Regulation of Rokan Hilir Regency Number 22 of 2011 concerning Retribution for Waste/Cleaning Service. The formulation of the research problem is, How is the implementation of the Garbage/Cleaning Service Retribution Service at the Environmental Service of Rokan Hilir Regency? and what factors are the obstacles in the implementation of the Garbage/Cleaning Service Retribution Service at the Rokan Hilir Regency Environmental Service?. This research uses qualitative research method with descriptive research type. The key informants in this study were the Head of the Rokan Hilir Regency Environmental Service, the Head of the Garbage/Cleanliness Service Retribution Division of the Rokan Hilir Regency Environmental Service, and the main informants were the people who received the impact of the garbage/cleanliness levy by the Rokan Hilir Regency Environmental Service. Based on the results of research and data analysis shows that: (1) The implementation of Regional Regulation No. 22 of 2011 concerning Retribution for Waste/Cleaning Services in Rokan Hilir Regency has not been going well, this is evidenced by the fact that there are still people who pay fees for waste and cleaning services without being given proof in the form of a ticket, (2) Then, the facilities and infrastructure to support the implementation of Regional Regulation Number 22 of 2011 concerning Retribution for Waste/Cleaning Services in Rokan Hilir Regency have not been fulfilled properly. This is evidenced by the fact that of the 6 garbage trucks, only 4 can be used, (3) And lastly, the garbage and cleaning service retribution officer has not worked according to the work SOP where in carrying out the waste and cleaning service retribution the officer should prepare a ticket as a retribution file for paying society.
