Abstract
The development of society in the current era of globalization is so rapid and begins to vary which results in crime in social life, which can have an impact on people's mindset in interacting where actions that arise are usually unlawful acts. In this case the author is interested in the problem to be examined in the thesis, namely one of the cases that occurred in the jurisdiction of the Kuantan Hilir Police where narcotics circulation is still active in the jurisdiction of the Kuantan Hilir Police and this area is a strategic area in narcotics circulation. Based on the results of interviews with the Kapolsek and Head of Criminal Investigation Unit of the Kuantan Hilir Police, it is true that there are still cases of drug trafficking occurring in the area. So with the circulation of narcotics still active, it will have a negative impact on the younger generation, especially in the jurisdiction of the Kuantan Hilir Police, so that efforts are needed from the police in tackling the criminal act of narcotics trafficking. The main problem in this research is what are the factors causing the circulation of class I narcotics in the jurisdiction of the Kuantan Hilir Police and how are the police's efforts to tackle the circulation of class I narcotics in the jurisdiction of the Kuantan Hilir Police. The research method used is the empirical method or sociological legal research. The nature of this research is descriptive analysis, while the tools for collecting data in this research are interviews and literature studies. The results of the study showed that there were several factors causing drug trafficking, including personal factors where the perpetrators experienced personal problems that attacked them mentally and psychologically so that they plunged into narcotics cases. Second, family factors where the perpetrator experiences problems in the family, whether it's a broken home or a lack of attention from parents. Third, economic factors where perpetrators experience difficulties in the economy in meeting their daily needs or making efforts to earn money by distributing narcotics. Fourth, the technological factor where the current state of the art technology makes it easier for narcotics dealers to sell and find their victims. Fifth, regional factors that are strategically profitable for perpetrators, namely facilitating narcotics transaction activities. The efforts that can be made in tackling it are pre-emptive efforts carried out by holding counseling at the basic level such as at schools and others as well as by making slogans to stay away from narcotics. Furthermore, preventive efforts are carried out by carrying out raids and police patrols. Meanwhile, repressive efforts are carried out by arresting the perpetrators of the crime of narcotics distribution carried out by the police in accordance with procedures and imposing sanctions or punishments on the perpetrators in accordance with applicable legal provisions.
