Abstract

Legal politics is an official policy line regarding law that will be enforced either by new legal actions or by replacing old laws, in order to achieve the goals of the State. In CHAPTER II Article 2 of Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 12 of 2019 states that Governors and Regents/Mayors in carrying out assistance carry out their duties to prepare Regional Regulations (PERDA) regarding facilitation of drug prevention and abuse. So that Regional Regulations become one of the tools in carrying out social and democratic transformation as an embodiment of a regional community that is able to respond to rapid changes and challenges in the current era of autonomy and globalization. The type of research used in this research is empirical law (juridical empirical) using descriptive qualitative research methods. The number of informants was 6 people from the Regent of Rokan Hilir as Key informants. Observation data collection techniques, interviews, literature study. The results of research on the legal politics of forming regional regulations regarding the role of the assistant to the district head in implementing the prevention of drug abuse have not been formed and have not yet become a priority scale and are still focused on existing infrastructure in Rokan Hilir district. In the contents of the regional regulations, there is also no formal planning, but only informal planning, but efforts will be made. As for the inhibiting factors for the formation of regional regulations regarding the implementation of prevention of drug abuse, they have not yet become a priority scale. Most of the members of the Regional People's Legislative Assembly (DPRD) do not have an educational background that has the ability to understand the making of regional regulations regarding the implementation of drug abuse prevention. Lack of experience of DPRD members regarding the implementation of drug abuse prevention. Lack of cooperation between elements. Technical debates in the discussion of drafting Regional Regulations (Ranperda).
