Abstract

Basically, transportation in the field of transportation is a very important activity in people's lives. The importance of transportation for the Indonesian people is due to the geographical condition of Indonesia which consists of thousands of small and large islands, waters consisting of mostly seas, rivers and lakes that allow transportation to be carried out by land, water and air to reach all parts of Indonesia. The main problem in this study is the legal arrangement for airline flight service users based on law number 1 of 2009 concerning flights and knowing the implementation of airline accountability for flight service users who are affected by delays. The research carried out is an empirical legal research method using observation research or field surveys directly to the field, to collect primary and secondary data obtained from respondents both through questionnaires and interviews to be used as data or information as material in writing this research. Based on the results of the study, it can be understood that airlines as business actors have a responsibility to their passengers as consumers. Responsibilities of business actors according to Law Number 1 Year 2009 concerning Aviation. The responsibility of the commercial airline company if there is a delay in flight departure then find out the airline cannot carry out its obligations as business actors to the passengers, the responsibility that the airline can give to passengers is compensation or what is called compensation.
