Abstract

Land certificate is proof of one's ownership of a land and therefore of course it must be kept well and treated as it is other securities. But if the land certificate is lost, then it can submit an application to the land office for issue a replacement certificate. The formulation of the problem in the research is the Implementation of Publishing Certificate of Substitution of Property Rights on Land for Lost at the Land Office Pekanbaru City, and inhibiting factors in the Certificate Issuance Implementation Substitute of Ownership of Land for Disappearance at City Land Office Pekanbaru. The method of this research is observational research by survey, meaning that researchers directly conduct research at the location of the research site, while the nature is descriptive, namely describing and writing facts examined in the field regarding the Implementation of Issuance of Substitute Certificate of Property On Land Because It Is Lost At The Land Office of Pekanbaru City. Implementation of Issuance of Substitute Certificate of Ownership of Land Because the Lost in the Land Office of the City of Pekanbaru is in publishing The lost certificate is not measured or not land checks and rights numbers are not changed. But in everyday practice sometimes the land office will review the location and make repeated measurements to ensure that the condition of the soil still as stated in the land book and a copy of the certificate from the applicant. After measurement, the issuance process will be continued. If all processes run normally, in the sense that there are no parties who filed an objection or claim, then the replacement certificate will be issued within 3 (three) months after the application, and the internal inhibiting factor Implementation of Issuance of Substitute Certificates of Ownership on Land Because Lost in the Land Office of the City of Pekanbaru are equipment / requirements that are incomplete to issue SKPT (certificate of issuance of land), si the applicant did not find the identity of the lost certificate (photocopy) as well if the land requested for a certificate of substitution has been sold under the hand by the owner / person whose name is listed in the certificate, the administrative process convoluted especially in the process of making lost certificates on Police by the applicant because the request for a replacement certificate requires the mechanism of application is quite long, and also time consuming long enough.
