Abstract

Legal issues are very closely related to social problems that occur in society in general. An activity or series of activities for the distribution or surrender of narcotics, both in the context of trade, not trade and transfer, for the benefit of health services, and the development of science and technology can be referred to as drug trafficking. Circulation of narcotics is not only done by men but the circulation of narcotics also experiences emancipation, because it is caused by many women doing these acts, in women the weekends for example very many women are convicted of drug trafficking cases. The formulation of the problem in this study is, what are the driving factors that lead to the circulation of narcotics carried out by women, how the modus operandi of the circulation and narcotics distribution is carried out by women, and how prevention by law enforcement officers in Narcotics distribution is carried out by women . This research belongs to observational research or survey types. While the nature of this research is descriptive, that is, this research is only carried out with the aim of giving a complete, detailed description of the phenomena that occur, as well as the driving factors leading to the circulation of narcotics carried out by these women first due to economic demands. these women do not have jobs that can generate enough money to meet their daily needs, coupled with the existence of children so that these women are tempted to do acts of circulating narcotics, because on the one hand the benefits of selling illicit goods are enormous. These dealers are usually only initially to fulfill their daily lives, but because they are tempted by huge profits, they make this a job to enrich themselves. The modus operandi of the circulation and narcotics distribution carried out by women has many types used, the modus operandi also follows technological developments. in selling these illicit goods the narcotics dealers use the online trading system, ie the money is transferred first and then the goods are sent online couriers, online motorcycle taxi, and the sale of conventional narcotics is no longer used, dealers no longer meet buyers, only communication through the world virtual. The methods of prevention carried out by law enforcement officers in the Narcotics distribution carried out by women, the role of the Indonesian Ministry of Health to further tighten the circulation of narcotics entering Indonesia, so as not to misuse narcotics is misused, and also the role of related parties such as the police monitor these illicit goods, then from the BNN to actively provide counseling to the community.
