Abstract
The rule on land 5 in 1960 requires land registration in order for a guarantee of certainty of the law mandated in article 19 and ownership of land rights to be reintroduced through purchase, in accordance with article 37 verse 1 of the 24-1997 government regulation on land registration. The principal matter of this study was discussed first, how the process of executing the transition of land rights through the city Pekanbaru Office. And the second problem is, what obstacles are faced in implementing the transition of land rights through the city Pekanbaru office. Research methods used by methods of observation, interview, documentation and data analysis methods used are descriptive qualitative methods. The results have shown that each right transition through purchase has been made after the exchange of rights by the ppat proved by the deed to the purchase ( AJB), The relevant ppat makes a signature in the document in order to register the transition of rights through the purchase head rule BPN ( PERKBPN) Number 01 year 2010 Requested by the file office registrar, who then the registration counter consists of three parts; Ppat pequers, first-person applicant special chip (b), power-special bouquet (c) and the transition ordinance of rights are set in Government rule number 128 year 2015.
