Abstract
The problem of waste has become one of the problems that often occurs in various regions in Indonesia, including Tembilahan, Indragiri Hilir. Garbage that accumulates without proper management can cause various kinds of environmental problems, such as floods, the emergence of various diseases and can damage the beauty of the environment. This study aims to identify and describe the strategy of the environmental and hygiene service of Indragiri Hilir district in overcoming the waste problem in Tembilahan sub-district and to determine the inhibiting factors of the waste management strategy. This research uses the theory of J. Winardi (2003; 110) with a descriptive research type and a qualitative approach which prioritizes a list of interviews as a data collection tool and is equipped with observations and documentation. The results of the study show that the strategies that had been carried out by the department are still not running well. Some of the things that are inhibiting factors are the lack in efforts to reduce and handle waste, lack of role of local government and communities, lack of facilities, lack of program innovation related to handling and reducing waste, and not optimal socialization carried out.
