Abstract

DPRD is a people's representative institution in the region which has several functions, namely, the legislative function, the budget function and the supervisory function. The supervisory function carried out by the regency and city regional governments is carried out by the governor as the representative of the central government in the scope of general supervision and technical supervision. General supervision according to Government Regulation Number 12 of 2017 includes the distribution of matters or affairs regarding government, institutions in the regions, staffing of regional apparatuses, regional finance, regional development, public services in the regions, regional cooperation with other regions, regional policies, regional heads and DPRD and other forms of supervision in accordance with statutory regulations. The supervisory function is one of the functions possessed by the DPRD in the administration of regional government. Oversight carried out by the DPRD is political oversight, its implementation is centered on oversight to oversee government actions or policies aimed at realizing clean government as stipulated in the applicable laws and regulations. The problem in this study is regarding the implementation of the supervisory function of the DPRD Riau Province towards the Regional Government based on Law Number 23 of 2014 concerning Regional Government and the factors hindering the implementation of the supervisory function of the DPRD Riau Province towards Regional Government based on Law Number 23 of 2014 concerning Government Area. This study used the Observational Research method, namely by conducting a survey by going directly to the research location with data collection tools in the form of interviews and as research support, laws and regulations were also used and some literature related to the research title. Data analysis, namely data that has been collected from the field, the writer first grouped according to type, then the data was processed, then the data from the interviews were presented in the form of sentence descriptions. The results of the study can be concluded that the implementation of the supervisory function of the DPRD Riau Province towards the Regional Government is political supervision. Supervision is carried out in the form of the first commission working meeting with the Regional Government, work visit activities, public hearings and public complaints. The obstacles to the implementation of the supervisory function of the DPRD Riau Province towards the Regional Government based on Law Number 23 of 2014 concerning Regional Government are related to the division of time and tasks for the supervisory team, human resources, the lack of knowledge of the members of the DPRD Riau Province regarding the supervisory function, the lack of facilities and infrastructure for members of DPRD Riau Province in carrying out the supervisory function and lack of communication between members of DPRD Riau Province and the community as social control.
