Abstract

The purpose of this study is to find out how the implementation of the management of the Sungai Sungai sub-district, Rantau Kopar sub-district, Rokan downstream district to realize development in the Sungai Rangau sub-district. The government through the Minister of Home Affairs Regulation Number 20 of 2018 authorizes the village government as the smallest government unit to independently manage its finances. Village financial management is all activities that include planning, implementation, administration, reporting and accountability of village finances. This study uses a qualitative method with a descriptive approach, namely by analyzing data related to financial management in the form of interviews and secondary data obtained from Sungai Rangau Village and then comparing it with the Minister of Home Affairs Regulation Number 20 of 2018. The results show that the financial management of Sungai Rangau Village is not fully This is in accordance with Permendagri Number 20 of 2018. This can be seen in terms of financial reporting that the Sungai Rangau sub-district did not combine all reports in the second week of July because the Phase 3 RKA-DPA Amendment was only available at the end of the 11th month of 2020. Financial management transparency has not complied with Permendagri Number 20 of 2018 because APBDes reports and activities cannot be accessed by the public through bulletin boards, billboards, or websites, besides that the government is not transparent to the public regarding the criteria for handling non-natural disasters COVID-19.
