Abstract

The Village Consultative Agency which is an institution that has the function of supervising the performance of the Village Head is expected to carry out its functions seriously. In the administration of Village Government, it is supervised by the Village Consultative Body. The function of the Village Consultative Agency is regulated in Article 55 of Law no. 6 of 2014 concerning Villages which has the function of discussing and agreeing on the Draft Village Regulation with the Village Head, accommodating and channeling community aspirations, and supervising the performance of the Village Head. This research was conducted in Kampung Medan Village, Kuantan Hilir District, Kuantan Singingi Regency. The purpose of this study was to determine the function of the Village Consultative Agency in supervising the performance of the Kampung Medan Village Head in 2018, to find out what factors were causing the weak supervision carried out by the Village Consultative Agency in supervising the performance of the Medan Village Head. qualitative. using qualitative methods, namely to describe objects that cannot be measured using numbers because the goal is to reveal events or facts, circumstances, and phenomena when the research takes place. The indicators used in this study include setting measuring instruments, conducting assessments, taking corrective actions. The results of this study indicate that the supervision carried out by the Village Consultative Body on the performance of the Village Head, especially in the construction of the PAUD building is still less effective. This can be seen when the implementation of the PAUD building construction, the Village Consultative Agency only supervised the early stages of development, the Village Consultative Agency also did not understand the duties and functions of the Village Consultative Agency itself. As for things that need to be improved, it is hoped that the Village Consultative Agency will know more about the function of monitoring the performance of the Village Head, especially during the implementation of activities so that the Village Consultative Agency can carry out its supervisory function in earnest.
