Abstract

The sexual abuse committed by underage perpetrators is one of the social problems that is very disturbing to the community, and there are still many other abuse cases that occur and it is very possible that the perpetrators are still among their own families, but this is still covered up because it involves disgrace family, and usually resolved in family meetings, therefore the role of the victim is needed in uncovering this criminal act of abuse, to be clear and who is the perpetrator, so that the application of criminal sanctions can be imposed on the perpetrators of criminal acts of sexual abuse. Based on the above background, the problem that will be answered in this thesis research is the factors that cause sexual abuse of children who are mentally retarded by the children in the jurisdiction of Kampar Kiri Sector Police and the role of the victim in the sexual abuse of children children in the jurisdiction of Kampar Kiri Sector Police This type of research is observational research by survey, which is research that takes data directly from the population / respondent by holding interviews as a data collection tool, then from the data taken is processed so that conclusions are obtained by deductive method. Whereas when viewed from its nature, this research is descriptive, namely research that explains in clear and detailed sentence form the Victimological Analysis of the Revocation of Children Experiencing Mental Retardation Performed by Children in the Legal Area of Kampar Kiri Police Sector. The factors that cause sexual abuse of children who experience mental retardation include: lack of faith, low economy, opportunity, influence of alcohol, ignorance of children about sex, and mental disability but the most important is the level of one's faith and opportunity, because someone has faith opportunity then it is impossible to do things that are prohibited by religion, especially doing sexual abuse against children who are mentally retarded. Meanwhile the role of the victim in the sexual abuse of children is that the victim also participates in the occurrence of criminal acts of sexual abuse, even though his role is not as active as the perpetrator, but the victim still contributes to the crime of sexual abuse. a crime may arise if there is no role for the victim of sexual abuse
