Abstract

One of the services carried out at the Headquarters of Pangkalan Kuras Sub-District is Land Certificate (SKT) which is known that in 2016 making Land Certificates was the most provided service by the Pangkalan Kuras Sub-District Office, namely 72 then the procedure and time of manufacture. certainly need a complete pesryaratan and a long time of 3 days. In providing services to the community there are also attitudes and behaviors of officials who lack awareness and friendliness in communicating with the community. This attitude and behavior will also cause injustice in the process of providing services to the community, because officers will serve the community quickly and without convolution if the citizen is already known or because of various other things. The purpose of this study is to know and analyze the Services for Making Land Certificates in the District Head Office of Pelalawan District Headquarters and its obstacles. The method used is descriptive and quantitative methods; A sample of 50 people consisting of the Camat, Kasi Kesra, RT and the community who took care of the Land Certificate. Techniques for collecting questionnaire data and interviews and analyzing data in descriptive, qualitative and quantitative. This study concluded that the Management of Land Certificates at the District Head Office of Pangkalan Kuras in Pelalawan District was in a sufficiently implemented category. Factors that hinder the provision of services Management of land certificates at the District Head Office of Pangkalan Kuras Pelalawan Regency: Internal (internal) barriers include: lack of discipline of officers or officers who provide public services and physical facilities that are still inadequate and external barriers (external ) includes awareness of the community that is still lacking, especially regarding the requirements and procedures that are still often ignored by the public, the lack of awareness of the population to always be in line to get services.
