Abstract

The Office of Investment and One Stop Integrated Services of Pasaman Regency has a policy in Issuing Trading Business Permits for micro and small businesses. The purpose of ownership of this license is so that every field is legalized by the government, so that there are no problems in the future. In implementing licensing policies, Pasaman Regency requires a benchmark for implementing policy implementation to achieve optimal goals in improving the quality of implementing business license policies at the Pasaman Regency Investment and One Stop Integrated Service Office. This research was conducted with the aim of finding out how the implementation of micro and small business licensing policies at the investment office and one-stop integrated service in Pasaman district. This research is a descriptive research with a qualitative approach. The location of this research was carried out at the Office of Investment and One Stop Services, Pasaman Regency. Data collection techniques used are observation, interviews and documentation. The data analysis technique used is descriptive and qualitative methods. The results of the study can be concluded that in general the implementation of the Micro and Small Business Permit Policy at the Office of Investment and One Stop Integrated Services (DPMPTSP) of Pasaman Regency has been going quite well. This can be seen in several indicators in measuring how the implementation of the IUMK policy is, namely policy standards and objectives, resources, characteristics of implementing organizations, communication between organizations, disposition or attitude of implementers and social, economic and political environment. However, there are things that must be considered, such as the need for education to the public, especially for business actors who do not yet have an IUMK so that the community or business actors know the importance of having this IUMK in doing business and then there needs to be a more optimal solution or even better for the local community. its difficult to access the internet.
