Abstract

This study aims to (1) develop test instruments that refer to the ability of higher-order thinking (HOTS) with basic competency 3.7 taxation in economic development, (2) determine the quality of development of HOTS category test instruments on basic competencies in order to understand taxation in economic development XI IPS class. This type of research is research and development (Research and Development) that uses the Suryabrata model, namely: (1) development of test specifications, (2) question writing, (3) question review, (4) problem assembly, (5) test trials, (6) item analysis, (7) question selection and assembly, (8) test printing. This research was conducted in May-June 2019. Data were collected from the results of the test questions as many as 33 students and analyzed using Anates analysis. The results showed that the test instruments developed were the results of the eight-step Suryabrata model. For the validation of the test the questions were conducted by linguists, material experts and evaluation experts. From the results of the validation, it was concluded that the trial of taxation in economic development deserves to be a test instrument for a teacher in learning
